In order to stage a high-standard Olympic Games “with Chinese characteristics” in 2008, Beijing will strive to accomplish eight major tasks in preparation for the Games, BOCOG President Liu Qi said in Beijing Sunday.
Liu made the remark at the BOCOG Second Plenary Session held on the afternoon of January 14, 2005.
The eight tasks include accelerating venue construction, strengthening promotion and publicity about the Olympics, improving urban environment, enhancing organization of sport competitions, reinforcing security system, offering all-round and extensive service for the Games, scaling up preparations for the Paralympic Games and strengthening audit and supervision for “staging a clean Olympics.”
Liu, also secretary of the Beijing Municipal Committee of the Communist Party of China, said in line with the people-oriented principle, BOCOG is committed to implement the three concepts of “Green Olympics,” “People’s Olympics” and “High-Tech Olympics” and to carry out the strategic plan of “New Beijing, Great Olympics.”
Liu said over the past three years, BOCOG had steadily pushed forward preparatory work by earnestly implementing the three concepts and following the guidelines of being open, innovative, frugal and universal in preparing for the Olympic Games.
Liu said 2004 is an important year for Beijing since the conclusion of the Athens Olympic Games ushered in the Beijing era of the Olympic Movement. He said Beijing’s preparation for the 2008 Olympic Games has entered a new phase.
Liu said the central government has required BOCOG to summarize the experience gained over the past three years so as to enhance every aspect the preparation for a high-standard Olympic Games with Chinese characteristics in 2008. Liu said since the central government had readjusted BOCOG personnel, the new team is more efficient and has greater capability of leadership and coordination.
Liu said as required by the central government, the 2008 Olympic Games should reflect Chinese characteristics, which means Chinese style, cultural content, spirit of the times and public participation.
Liu said the Beijing should set high standards in eight aspects of hosting the Olympic Games, including venues and competitions, the opening ceremony and cultural events, media service and publicity, security, volunteers, transportation and logistics, social integrity, and the performance of Chinese athletes.
Liu said BOCOG should be innovative and strive to deliver a refreshingly new Olympics to the world. He emphasized that BOCOG should improve coordination with relevant government departments, be better planned in its work and absorb more outstanding talents into the organization.
State Councillor and BOCOG Vice-President Chen Zhili also made a speech at the meeting. She said BOCOG should focus on such crucial issues as security, the opening ceremony of the Olympic Games, competition schedule, venue construction, transport management and recruit and training of volunteers. She emphasized public participation and education of the people during the preparation for the Olympic Games.
Chen said BOCOG should find a way to meet both international norms and the real conditions of China in preparation for the Olympic Games. She called for various departments of the central government to give stronger support to BOCOG.
Beijing Mayor and BOCOG Executive President Wang Qishan emphasized the importance of fast-tracking infrastructure development, enhancing environmental management and protecting cultural relics in Beijing.
BOCOG Executive President Liu Peng, who is also director of the State General Administration of Sports, addressed the meeting about competition schedule and Chinese athletes’ preparations for the Beijing Olympic Games. He said China should take the opportunity of the Olympic Games to further promote public participation in sports and health activities.
BOCOG Executive President Deng Pufang, who is also chairman of the Chinese Federation for Disabled Persons, said China should also seize the opportunity of the Paralympic Games to promote the development of sports among the disabled people.
Attendees at the meeting include BOCOG Executive Vice Presidents, members of the BOCOG Executive Board, senior officials from the central government, officials from other co-host cities and their respective subcommittees and officials from Beijing municipal government.
2005年“首都文明礼仪宣传教育实践活动”6大专题详细内容
1、2月份——“生活礼仪”专题 提出的口号是“新的一年，从文明礼仪开始；元旦、春节从生活礼仪做起”。计划充分利用元旦、春节，以尊老爱幼、邻里和睦为重点，结合创建五好文明家庭、文明社区、文明村镇活动开展生活礼仪教育。围绕日常生活重待人接物的基本礼节，宣传“讲究卫生”、“体态端庄”、“穿着得体”、“互相礼让”等礼仪知识。
3、4月份——“社会礼仪”专题 围绕社会交往中公民应遵守的基本礼仪常识和社会行为准则，结合开展学雷锋活动，宣传公民道德基本规范、保护环境、文明交通、文明乘车、文明出行、文明游览、文明就参、文明乘电梯、文明欣赏音乐会等礼仪知识。重点是抓乘车秩序和交通文明问题。
5、6月份——“赛场礼仪”专题 由于5、6月份文艺演出、体育赛事较集中，因此，将重点抓人走场净、奏国歌起立的问题。大力宣传体育赛事比赛规则和观赛礼仪常识，组织开展文明啦啦队活动，纠正赛场喝倒彩、语言不文明、投杂物等不良行为。
7、8月份——“职业礼仪”专题 7、8月份逐渐进入旅游旺季，重点抓出租车司机文明形象问题，使北京6万多名出租车司机成为文明礼仪教育宣传员，使他们在与乘客的交流过程中进行更具亲切感的文明礼仪宣传。此外，还将结合创建文明行业、做人民满意公务员活动，完善各行各业、各工作岗位的文明礼仪规范，组织各行业进行文明礼仪比赛，同时大力宣传服务礼仪、人际交往礼仪，着重宣传党政机关、执法部门、服务行业、窗口单位的仪态、服饰、语言规范等。
9、10月份——“校园礼仪”专题 9、10月份正值秋季开学，因此，以文明礼貌行为习惯养成教育为重点，将文明礼仪从娃娃抓起。主要将组织大、中、小学生开展各种礼仪教育活动，大力宣传师生之礼、同学之礼，在中小学开展礼仪、礼节、礼貌“三礼”教育，使学生从小养成良好的行为习惯。
11、12月份——“涉外礼仪”专题 北京要举办奥运会，必须面向世界，因此进行涉外礼仪教育也是2005年的重点，接近新年的11、12月份其重点是抓礼貌待人和文明服务。此外还将围绕国际交往中普遍遵循的礼仪，组织在海外生活工作多年的外交官、记者等，赴机关、学校、社区介绍世界各国的礼节概况、生活习惯和禁忌习俗等外事礼仪知识。
